Army veteran arrested over alleged anti-ICE arson attack on New York federal building

An Army veteran has been arrested after allegedly setting a fire outside the Jacob K. Javits Federal Building, also known as 26 Federal Plaza, in New York on the morning of July 20. Andrew Arrabaca, 43, was tackled by federal officers after allegedly igniting fireworks, pouring gasoline, and setting fire to an entrance of the building.

Authorities said Arrabaca was carrying anti-ICE signs at the time of the alleged arson. The building houses several federal agencies, including the Federal Bureau of Investigation (FBI) and an immigration court. It is used daily by thousands of federal employees.

According to the Department of Homeland Security (DHS), at about 8:20 a.m. on July 20, Arrabaca ignited fireworks outside an employee entrance to 26 Federal Plaza in Lower Manhattan. He then allegedly poured what appeared to be gasoline on the entrance stairs and set them on fire.

Surveillance video showed federal agents tackling and apprehending a man shortly after the fire was started. Another person quickly extinguished the flames. According to authorities, Arrabaca was carrying a cart with a sign that read, “ICE off our streets.”

He allegedly had several weapons in the cart, including knives, two pellet guns, a hammer, and a machete. Authorities said Arrabaca also fired five to seven pellets from an airsoft rifle. Three people were injured in the incident, including two federal officials and one immigrant who had arrived at the building for a hearing.

Following the attack, James Barnacle, the assistant director in charge of the FBI’s New York Field Office, described Arrabaca as an anti-government extremist who intended to harm people.

Authorities said Arrabaca continued shouting anti-ICE slogans during his arrest.

26 Federal Plaza has seen several ICE-related incidents after federal agents began arresting immigrants who appeared there for scheduled immigration hearings. Since the summer of 2025, several protests against the agency have been held outside and near the building.

The alleged arson occurred as ICE faces renewed scrutiny following fatal shootings involving two civilians by federal agents in Texas and Maine.

Windows Smashed at Magellan Aerospace

The other night we took action against Magellan Aerospace in Corona, Queens, NY, smashing all 7 windows and spray painting our messages: MAG KILLS KIDS, and GAZA REMEMBERS. As far as we know, this is the 5th time this location has been targeted in the last 2 years. We won’t rest until Magellan, and ALL war mongering, genocidal companies either leave NY, or go up in smoke!

Protest, activism, and organizing must extend beyond responding to attacks! Quoting Sun Tzu, “You can prevent your opponent from defeating you through defense, but you cannot defeat him without taking the offensive.”

Take regenerative action! If not you, then who. If not now, then when?

Magellan Aerospace is an aircraft manufacturing company. In addition to various weapons components, they’ve been producing tail assemblies for F-35s for over a decade, as part of the F-35 supply chain spanning parts factories across 25 countries. Fighter jets are weapons of mass destruction, supplied to terrorist white supremacist entities, like the US and “israel”, to wage genocide on Palestine, and a global war of terror against resistance and anti-colonial movements. 

Magellan has facilities in Canada, UK and across the US, with 3 buildings right here in Corona, Queens, This is military infrastructure embedded in a civilian area, in the heart of an immigrant neighborhood, surround by houses, with pre-k, elementary, and middle schools on the same block!

In addition to the Queens facilities, there are 2 locations in Long Island, NY. All 3 have received taxpayer funded grants through NY’s Empire State Development program. Governor Hochul in particular has been pushing NY to be a major developer of aerospace and AI tech, which are in fact WMDs.

Magellan is majority owned and chaired by N. Murray Edwards, a Canadian oil sands and mining billionaire worth over $2.7 billion, responsible for polluting waterways in one of Canada’s worst mining disasters, in Mount Polley, BC. Magellan also rakes in over $1 billion in annual revenue, growing rapidly every year. This multinational corporation should not be robbing taxpayers to subsidize their profits!
